On December 2, the staff of Enterprise Service Bureau and relevant leading officials of Shaoshan Customs District went to Changsha Jinxia Cross-Border E-Commerce Supervision Center to learn the construction of cross-border e-commerce inspection place, and learn from Changsha Customs District on-site monitoring department about unpacking inspection area arrangement, sorting equipment and electronic warehouse management system, etc.
Xiangtan Cross-Border E-Commerce Supervision Center is located in the customs supervision warehouse of Xiangtan Highway Port, the project construction investment is 5 million Yuan, including functional construction online inspection system, intelligent checkpost and information system construction and civil work, etc. It will carry out cross-border direct purchase imported goods online test in December 2015, after completing the acceptance testing, it will formally carry out cross-border BC direct purchase import business. At present, Xiangtan Cross-Border E-Commerce Supervision Center has completed infrastructure construction, cross-border e-commerce customs clearance system construction and data coordination with enterprises, now it is carrying out system debugging before trial order.
The opening of direct purchase project means that Xiangtan e-commerce will adopt cross-border trade e-commerce direct purchase mode. The operation of direct purchase import mode will build a "positive overseas online shopping" channel for domestic residents to purchase overseas commodities, after arriving at Xiangtan port, normal goods can complete customs clearance within 24 hours. Because before the commodities are imported, enterprises and commodities have been recorded at customs, after consumers purchase the commodities, e-commerce enterprises, logistics enterprises and payment enterprises respectively submit electronic order, electronic waybill and electronic payment voucher to customs, and the customs can provide corresponding customs clearance convenience for cross-border commodities based on the authenticity of the data source. In order to ensure the smooth opening of cross-border e-commerce direct purchase import mode, Shaoshan Customs District has specially formulated new cross-border e-commerce supervision and operation procedures, at present, four enterprises have been recorded, and the recorded commodities include hundreds of kinds, including milk powder, health products, cosmetics and household supplies, etc. In the future, there will be more enterprises to participate in the business and there will be more imported commodities for consumers to choose.
