On June 25, 2015, the investigation team of Comprehensive Bonded Zone of Xiangtan consisting of Li Yu, Deputy Commissioner of Shaoshan Customs District, He Liang, Board Chairman of Xiangtan Bonded Investment Corporation and other comrades came to the Designated Port for Imported Meat in Chenglingji, Yueyang for first-hand investigation. During this investigation, the investigation team of Comprehensive Bonded Zone of Xiangtan actively communicated with Yueyang Customs District and determined the customs clearance procedures for imported meat. This indicates that Comprehensive Bonded Zone of Xiangtan can conduct inspection of imported and exported meat by using the inspection platform of Chenglingji Port and then transport to Comprehensive Bonded Zone of Xiangtan, meeting the necessary conditions for meat products import and export enterprises to enter the zone.
The Inspection Platform of the Designated Port for Imported Meat in Chenglingji, Yueyang is funded and constructed by Yueyang Hailun International Logistics Development Co., Ltd., the construction cost is about 60 million Yuan, and the total area of the platform is about 2,400m2. The inspection platform, sampling room, sorting freezer, supervision freezer, customs freezer and other functional areas are designed and constructed in strict accordance with the standards of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. The area of single freezer is about 250m2, the maximum capacity of supervision freezer is up to nearly 2000t, inspection of five containers can be simultaneously conducted.
During inspection in May to August each year, the temperature of the platform will be reduced to below 10℃, so as to ensure that the quality of meat products will not be affected during unloading, handling and inspection, and the warehouse will adjust the temperature according to different goods. Meanwhile, the investigation team knew about the freezer management system, the cold chain inspection work of Chenglingji Inspection Platform, goods recieving and shipping, freezer hygiene management system and other related processes and systems.
As the platform has been put into use and the functions are relatively complete and perfect, Comprehensive Bonded Zone of Xiangtan can conduct declaration and inspection for imported and exported meat by using the inspection platform of Chenglingji Port and then transport it to Comprehensive Bonded Zone of Xiangtan through adjacent areas under special customs supervision.
According to the requirements of investment promotion, we have made positive exploration and preparation for the enterprises with related requirements, so that through the Designated Port for Imported Meat, enterprises can directly import meat related raw materials such as pig back skin and pig bone, etc. from any countries in the world, process and manufacture in Comprehensive Bonded Zone of Xiangtan, then sell them to the international market, which greatly reduces the import cost of enterprises and enhances product competitiveness. In addition, Comprehensive Bonded Zone of Xiangtan will continue to draw on the successful experience of Yueyang in the application and construction of designated port for imported commodity, speed up the application and construction of related import commodity designated port and platform, enhance the correlation between the areas under special customs supervision, make full use of all function advantages of other areas under special customs supervision in Hunan Province and strive for the sound and rapid development of Comprehensive Bonded Zone of Xiangtan.
