On July 17, Hunan Typical Processing Trade Bonded Enterprise Experience Exchange and Policy Briefing Session, jointly organized by Department of Commerce of Hunan Province, Changsha Customs District and Department of Finance of Hunan Province, was held in Shaoyang. The latest policy that the areas under special customs supervision in Hunan Province support the development of processing trade enterprises was the focus of discussion at the meeting. This policy provides strong policy support for the development positioning of Comprehensive Bonded Zone of Xiangtan "walking on two legs, flying by two wings" ("two legs" refer to processing manufacturing and international trade, "two wings" refer to cross-border e-commerce and financial services), and encourages processing trade enterprises to settle in Comprehensive Bonded Zone of Xiangtan.
At the Policy Briefing Session, the 4 processing trade bonded enterprises including Changsha Lens Technology, Damen Shipyards Changde, Shaodong Lighter Industry Association and Yongzhou Kaisheng Footwear Products spoke successively. Changsha Customs District concretely explained the Several Policy Measures Promoting the Scientific Development of Areas under Special Customs Supervision recently issued by Hunan Provincial Government. This document formulates 18 preferential policies in the following 6 aspects: cultivation of leading industry, enhancement of land use and factory building support, enhancement of supporting facilities support, enhancement of human resources support, enhancement of financial support and optimization of government administration services, trying best to encourage the congregate and intensive development of processing trade industry. Besides, the Department of Finance of Hunan Province also focused on explaining the policy measures on processing trade examination and approval record, loan and import discount interest, areas under special customs supervision and processing trade platform, etc., as well as the concrete operation methods of tax policy.
The meeting stressed that processing trade is an important engine for foreign trade development under current situation, but currently the role of the areas under special customs supervision in the province is not obvious enough, the number and scale of processing trade enterprises still need to be expanded, enterprises are unclear about processing trade policies, and their level to make full use of policies needs to be further improved. Therefore, in the second half year, it is still necessary to drive the areas under special customs supervision to play roles and bring benefits, strengthen policy support and encourage the congregate and intensive development of processing trade industry.
Cai Deqiang, Deputy Director of Management Committee of Comprehensive Bonded Zone of Xiangtan, led related comrades from Economic Development and Investment Promotion Bureau to attend this meeting. At the time of discussing the new policy with leading officials of the provincial and municipal relevant government departments and enterprise representatives, Cai Deqiang briefly described the construction and development situations of Comprehensive Bonded Zone of Xiangtan, and sincerely hoped enterprisers to visit Comprehensive Bonded Zone of Xiangtan and invest here. Besides, Cai Deqiang pointed out the actual problems existing in current investment promotion of the zone, relevant leading officials of Changsha Customs District gave detailed answers.
Zhou Yue, Deputy Director General of the Department of Commerce of Hunan Province, Pan Xiaobo, Deputy Commissioner of Changsha Customs District, leading officials of Processing Trade Division of the Department of Commerce of Hunan Province, Processing Trade Division and Supervision Division of Changsha Customs District, Division of Outward Investment and Economic Cooperation and Law Division of the Department of Finance, leading officials of the commerce departments in the provincial 14 cities (prefectures), leading officials of the areas under special customs supervision, leading officials of 50 processing trade enterprises, a total of about 150 persons attended the meeting.
