In order to further strengthen the credit system construction of Comprehensive Bonded Zone, increase its credibility and create a good development environment, this executive plan is established according to the Notice of the State Council on Printing and Issuing the Outline of Social Credit System Construction Planning (2014—2020) (G. F. [2014] No. 21), Proposals for Promoting the Institutionalization of Credit Construction (W. M. W. [2014] No. 7) issued by Spiritual Civilization Development Steering Commission and the Executive Plan for Credit System Construction of Xiangtan City Government (T. Z. B. F. [2015] No. 23) and based on the actual situations of Comprehensive Bonded Zone of Xiangtan.
I. Set clear construction goals
Put force effort on building the governed by law, high- effective, responsible and honest Comprehensive Bonded Zone. Meanwhile, we shall further improve the administrative efficiency, optimize the development environment and build a honest Comprehensive Bonded Zone. Strive to realize the basic construction of honest Comprehensive Bonded Zone by 2017 according to the standards and requirements of "scientific decision-making, efficient operation and effective supervision, considerate service, words and actions consistency".
(Ⅰ) Strive to shape "high efficiency, integrity and pragmatic" zone image and "loyalty, integrity, high efficiency" staff image a comprehensively promote the harmonious development of Comprehensive Bonded Zone.
(Ⅱ) Speed up the construction of decision-making credit, administrative credit, service credit and supervision credit. Basically establish a more perfect credit system of Comprehensive Bonded Zone.
(Ⅲ) Comprehensively promote government affairs public. Establish a scientific and democratic decision-making mechanism. Persist in administration by law. Strengthen the administrative responsibility. Improve the administrative act supervision mechanism; Strictly manage the staff honesty. Improve incentive and restraint mechanisms. Strengthen organizational leadership. Promote the normal, long-term and institutionalized credit system construction effectively, vigorously and orderly.
Ⅱ. Highlight the construction tasks
(Ⅰ) Comprehensively promote the openness of government affairs
1. Further enrich and standardize the contents of government affair openness and perfect the catalogue of government affair openness, comprehensively promote the openness of government affairs. According to the principle of "Being open is the principle. Not open is the exception", except the state secrets or commercial secrets and personal privacy protected by law, the department job contents, working procedures and service commitment shall be made public to the society by government affairs public board, guide, broadcast, television, newspapers and web portals to facilitate the public understand and monitor the administrative act of the zone at any time. 2. Carry out the Hunan Province Administrative Procedures Stipulation and Hunan Province Government Service Regulations. Earnestly implement the "asking system of job responsibility, service commitment system, fulfillment within specified time, commissioner service system, system of accountability,” and publicly promise to the society. Implement the Regulations of Government Information Publicity of the People's Republic of China. Establish and improve the government information public system. Carefully implement government information public according to application. Strengthen the management and construction of web portals. Constantly enrich the government affairs public contents. Gradually establish a complete system of government information public system. (Ⅱ) Further standardize the administrative power of Comprehensive Bonded Zone

(Ⅲ) Strengthen the responsibility investigation of dishonesty behaviors
1. Establish a multi-level, many-sided and multi-channel power supervision system. Further broaden credit supervision and complaint channels and strengthen the responsibility investigation of dishonesty behaviors. Handle the problems of the departments and staff such as "avoid responsibilities, take slow actions, random act, be afraid of assuming responsibility" in accordance with the laws and regulations to punish dishonesty behaviors. Strengthen the supervision on administrative behaviors of all departments, strive to solve the problems caused by dishonesty behaviors that severely damage enterprises vital interests. (IV) Promote enterprise credit system construction
1. Establish enterprise dishonesty behaviors archives and carry out enterprise credit scoring system. Record the enterprise dishonesty behaviors such as tax evasion, in violation of the safety production requirements, delay payment of rent or property fees. The score of enterprises that have dishonesty behaviors will be deducted. Implement exit mechanism to guide enterprises to operate honestly. 2. Perform supervising responsibilities strictly to guarantee the safety civilized construction of construction enterprises and the timely full payment of migrant workers wages.(Construction Bureau)
3. Timely communicate with the Administration for Industry and Commerce, Tax Bureau, Customs, Inspection and Quarantine Department, banks and other departments to obtain enterprises credit information and report the behaviors of violation of laws and breaches of contract. 4. Build "Red list and Black list" of credit system. List the honest enterprises in the "Red list" and dishonest enterprises in the "Blacklist" and issue them in accordance with the law. (Enterprise Service Bureau)
5. Establish incentive mechanism for honest enterprises and individual models and reward them at the end of the year. (Enterprise Service Bureau)
6. Gather quality credit information of the enterprises, including productive enterprise administrative license, CCC (China Compulsion Certification ), government quality reward, product quality supervision and spot check, etc. (Enterprise Service Bureau)
(Ⅴ) Carry out honesty education in Comprehensive Bonded Zone
1. Make honesty education contents a part of staff training to let the staff conscientiously resist dereliction of duty, deceiving superiors and deludes, falsification, abuse power for personal gains, violations and other dishonesty behaviors and illegal behaviors and to improve the staff honesty. 2. Make the staff recognize the significance of credit construction and actively participate in government credit construction by lectures, presentations, seminars, speech contest and other activities. (Disciplinary Inspection Office)
Ⅲ. Grasp the implementation steps
(Ⅰ) Mobilization stage (before June 2015). According to the principle "unified leadership, unified planning, unified standards”, formulate and print the Executive plan for credit system construction of Comprehensive Bonded Zone of Xiangtan. Each department shall hold meetings, widely publicize it and fully mobilize according to the detailed scheme.
(Ⅱ) Comprehensively promoting stage (on June 6, 2015 - December 2016). Integrate relevant department information and establish credit information database. Formulate specific assessment standards of credit construction and organize the assessment to comprehensively promote credit system construction and achieve good results.
(Ⅲ) Improving stage (January - June 2017). In accordance with national inspection standards, carry out self-examination, improve systems and measures, increase the intensity of work, build preliminary credit archives of Comprehensive Bonded Zone of Xiangtan and establish a credit system that can meet the needs of economic and social development of Comprehensive Bonded Zone of Xiangtan.
(IV) Acceptance stage. (June 6 – December 2017). Carry out "Look back" various work to consolidate and improve work effect, find leaking points and fill the vacancy and finish documents to prepare for the national civilized city inspection.
IV. Strengthen security measures
(Ⅰ) Strengthen the leadership and perform the responsibility. Establish the Credit System Construction Leading Group of Comprehensive Bonded Zone of Xiangtan, regarding the Director of the Administrative Committee as its director, the leadership of branched administrative committees as vice directors, the responsible officers of each department as members. The Leading Group consists of Office. In the location of Office, set up the District Administration Office. The Director of District Administration Office is the Office Director of Leading Group. The Leading Group takes charge of planning of credit system construction, put forward the goal, principles, key task and main measures of the credit system construction, make specific work plan according to the Executive Plan for Credit System Construction of Xiangtan City Government combined with the reality and organize and implement the plan.
(Ⅱ) Strengthen supervision and scientific appraisal. Give full play to the supervision of all types and at all levels, especially the supervisory function of press and social masses. Solicit opinions from all aspects, and continuously improve policies and measures. Establish credit incentive and restraint mechanisms as well as supervision and management mechanism. Strengthen supervision and inspection, ensure the implementation of all work.
(Ⅲ) Improve the system and increase investment. Carry out the publicity and education of credit system construction in a multi-channel and all-round way. Within the framework of the relevant state laws and regulations, combined with the reality, formulate and implement normative documents related to credit construction. Guarantee the construction fund of credit system public infrastructure to ensure the implementation of credit construction.
