At 9:30 a.m. October 11, 2016, the e-CIQ was officially launched in Hunan Province with the order of Yang Jie, the Director General of Hunan Entry-Exit Inspection and Quarantine Bureau. In less than ten minutes following the launch order, Shaoshan Entry-Exit Inspection & Quarantine Bureau issued its first certificate to the enterprise under its administration via e-CIQ.
The Electronic China Inspection and Quarantine System (e-CIQ) is the core system of electronic and informationalized inspection and quarantine businesses established by The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) for several years. The e-CIQ covers all inspection and quarantine businesses, and opens “Internet + Quality Control” mode for China Inspection and Quarantine. The e-CIQ is an important initiative to implement the requirements on “streamlining administration and delegating power to the lower levels; justicing supervision and promoting fair competition; creating a convenient environment”, promote inspection and quarantine business reform, improve customs clearance efficiency and facilitate trade convenience.
Three significant changes will take place for import and export trade and foreign trade enterprises after the launch of e-CIQ.
First: Optimize the inspection and quarantine Clearance procedures. “Integration” and “One-stop Service” modes are adopted, which saves recertification step for export goods, automatically transfers customs clearance data of imported goods to destination inspection and quarantine agency, allows enterprise directly contact with inspection staff to deal with inspection and quarantine businesses, realizes declaration and supervision information sharing among inspection and quarantine agencies, greatly shortens the detention time of export goods, substantially improves customs clearance efficiency and facilitates export and import business.
Second: Improve convenience to handle import and export business. The e-CIQ enables the enterprises to log into the system via their computers to handle inspection and quarantine issues related to export and import goods; send relevant laws, regulations and policies to enterprises directly; introduce “paperless customs declaration” and “electronic release”, reduce paper declaration and release amount and satisfy the individualized demands of enterprises.
Third: Reduce customs clearance costs for enterprises. The e-CIQ provides superior service for enterprises at no cost. The enterprises can deal with customs declaration, enquiry, certification application, charge calculation, etc. efficiently, without paying platform licensing fee and software fee. Besides, the improvement on customs clearance effectively reduces the cost of logistics, storage, labor and etc. for enterprises.
In order to guarantee smooth launch of e-CIQ system, Shaoshan Entry-Exit Inspection & Quarantine Bureau, in line with deployment of Hunan CIQ Bureau, adopted a series of measures, both for interior and external sides, including: close coordination among departments, maintenance and preparation work before system launch, mock drilling to understand the system operation; coordinating with enterprises for software upgrading and providing training for enterprise customs declaration staff, sending notices for enterprises via network disk download, QQ groups, Wechat groups, etc., demonstrating customs declaration and information entry rules, accepting enquires and answering questions. The sufficient preparation work guarantees the smooth launch of e-CIQ system and seamless connection between old systems and new ones.
