On the economic work conference of Xiangtan Comprehensive Bonded Area held on 1st February, Mr. Zhu Youhong, the deputy secretary of Bonded Area Party Working Committee and director of Management Committee announced the economic work objective of the year 2016 for the whole area. He said “it is planned to realize RMB 10 billion revenue on technical, industrial and trade sectors, RMB 200 million on gross industrial output value, US $ 600 million on import and export volume, RMB 40 million on finance revenue, RMB 2 billion on fixed asset investment and RMB 800 million on actually received investment.” It indicates that Xiangtan Comprehensive Bonded Area ushers rapid growth period after laying solid foundation.
On 1st February, economic work & construction of the Party conduct and of an honest and clean government and anti-corruption working conference of Xiangtan Comprehensive Bonded Area of year 2016 was held. Chen Xiaoshan, the deputy mayor of Xiangtan Municipal People’s Government, Bin Ruguang the deputy secretary general of Xiangtan Municipal People’s Government, Xie Ning, the chief of Shaoshan Customs, Feng Xiaoli, the director of Shaoshan Entry-Exit Inspection and Quarantine Bureau, leaders of Bonded AreaWorking Management Committee, staff of Management Committee, organizations staff, enterprise representatives, leaders of state taxation, local taxation and industrial and commercial departments in Jiuhua attended the conference.
The establishment of Xiangtan Comprehensive Bonded Area sets up a new platform for the open economy development of Xiangtan and even for Hunan. In 2015, macro economy witnessed downturn, however, even in its initial period, the Bonded Area realized RMB 4.96 billion revenue on technical, industrial and trade sectors, US $ 463 million on import and export volume, RMB 749 million on investment, RMB 20.47 million on finance revenue, RMB 101 million on gross industrial output value, and newly attracted 33 projects (total 43 projects) and 21 had put into operation. There are three projects with more than RMB 100 million investment, namely KOKO, KeysunSCM supply chain and sunny&sandy.
Mr. Zhu said “if last year is used to lay foundation, then this year must witness great development.” He gives high expectation and full confidence for the year 2016. 2016 is targeted as the year of “Project Development”, “Investment Attraction Breakthrough”, “Development Environment Optimization” and “Team Quality Promotion”. The Bonded Area will focus on project construction, investment attraction, environment optimization and team construction, make breakthrough and innovation, develop rapidly, promote the construction of “Four Areas and One Center”, and strengthen the comprehensive ability of Xiangtan Comprehensive Bonded Area.
On the one hand, Xiangtan Comprehensive Bonded Area steadily promote economic work. On the other hand, it carries out construction of the Party conduct and of an honest and clean government and anti-corruption. Yang Jian, the Secretary of Discipline Committee of Xiangtan Comprehensive Bonded Area, pointed out that, in 2015, the system and mechanism of “don’t dare to corrupt, cannot corrupt and don’t want to corrupt” was basically established, the working manners of “behaving well, observing disciplines and making contributions” basically founded, and the political ecology of “suiting the action to the disciplines, enforcing discipline and punishing delinquent behavior” was adopted. In 2016, it will continue to enforce Party discipline, implement Party management and governance responsibility, stress education and prevention, further strengthen risk control, promote behavior construction, further improve service ability, strengthen four behaviors , further reinforce supervision and discipline execution accountability, and deepen construction of the Party conduct and of an honest and clean government and anti-corruption.
Chen Xiaoshan pointed out that, last year, Xiangtan Comprehensive Bonded Area yielded fruitful achievements, including fast construction of infrastructure, many investment projects, good coordination and cooperation and tight Party conduct and clean government. In the new year, it should focus on key points, strengthen work, work hard, promote investment attraction, and work creatively. It should set up good example and development benchmark for open economy for the whole city.
