On the morning of 16th March, Xiangtan Cross-border Trade E-commerce Supervision Center, the second cross-border trade e-commerce supervision center in Hunan and located in Xiangtan Comprehensive Bonded Area, came into service. The first overseas purchase order from Xinc e-commerce platform in Xiangtan successfully finished customs clearance.
At about 10.50 am that day, the opening ceremony of Xiangtan Cross-border Trade E-commerce Supervision Center & launching ceremony of Xiangtan Cross-border Trade E-commerce Overseas Purchase Project was held in Xiangtan Comprehensive Bonded Area. Chen Xiaoshan, the deputy mayor, Sun Yinsheng, the secretary of Bonded Area Party Working Committee, Xie Ning, the chief[關長用chief of customs, chief of Shaoshan Customs,of Shaoshan Customs, Huang Ren, the chief of municipal commercial affairs bureau and Zhu Youhong, the director of Management Committee attended the ceremony. Chen Xiaoshan announced that Xiangtan Cross-border Trade E-commerce Supervision Center put into operation, along with Sun Yinsheng and Zhu Youhong, they unveiled the nameplate of the Supervision Center.
The overseas purchase products entering Xiangtan Cross-border Trade E-commerce Supervision Center enjoy 24-hour ongoing customs clearance service, and the detention time won’t be more than 24 hours because there is no distribution or transshipping step. After the operation of Xiangtan cross-border trade overseas purchase business, the first batch of overseas purchase products were mainly mother and baby products which were shipped to Hong Kong from New Zealand, Holland, South Korea and other countries and region, and then were transshipped to Xiangtan. These products will be delivered to customers by domestic express companies after handling customs clearance procedures.
Direct Overseas Purchase Import mode provides a “Sunny Overseas Purchase” channel for domestic citizens to purchase overseas products. Compared with traditional trade import and overseas agent purchase, cross-border e-commerce direct purchase changes the business pattern of selling after levying tax of traditional import trade, which allows domestic consumers access to worldwide high quality products through cross-border e-commerce platforms, substantially lowers product price, allows customs, inspection organizations to monitor product import, inspection and quarantine and online sales, and realizes sunny overseas purchase. Announcement on Supervising Cross-border Trade E-commerce Entry and Exit Products and Goods (No. 56) of China General Administration of Customs stipulates that overseas products for individual purpose enjoy Tax Rates on Personal Luggage of Passengers and Personal Postal Parcels, without paying consumption tax, customs duties, and added-value tax in circulation step. Therefore, overseas purchase products for individual purposes can enjoy 30% discount on tax comparing with that of traditional trade.
Before Cross-border e-commerce products import to China, enterprises and products have completed recording procedures on customs and inspection organization, customers only need to place order on cross-border e-commerce platform, then the platform will directly ship out products from abroad to domestic customers. The platforms will handle logistic, declaration, tax payment and other procedures, and the products will be delivered to customers after customs clearance. The customers enjoy similar experience with that of domestic online shopping.
Xiangtan Cross-border Trade E-commerce Supervision Center, founded for Xiangtan Comprehensive Bonded Area, was approved to found on November 20th, 2015. It was equipped with separation net, smart entrance, video monitoring system, information-based system and online checking system in line with customs supervision requirements, and successfully passed examination of Changsha Customs on 10th March. According to stress testing of inspection system in X-ray sorting line, which lasted for a week and with 12 hours each day, the inspection efficiency for each line reached more than 600 pieces. At present, several e-commerce enterprises, including Haitao, Happay, Yunhou, Xianlife, Baozhenggou and etc., have carried out cross-border direct purchase import business in Xiangtan Cross-border Trade E-commerce Supervision Center. Customers can purchase cheaper, superior quality and richer products from all over the world via Xiangtan Comprehensive Bonded Area.
