In order to establish first class comprehensive bonded area in China, promote the construction of “Four Areas and One Center”, and strengthen the comprehensive ability, Xiangtan Comprehensive Bonded Area will carry out a series of theme activities in the year 2016, including “Project Development”, “Investment Attraction Breakthrough”, “Development Environment Optimization” and “Team Quality Promotion”. The Bonded Area will focus on project construction, investment attraction, environment optimization and team construction, which indicates that Xiangtan Comprehensive Bonded Area spare no effort on development and realize substantial development.
Since the official operation of Xiangtan Comprehensive Bonded Area on April 20, 2015, it has developed well on attracting investments, run smoothly on platform construction, increased rapidly on customs clearance efficiency and optimized development environment. As of the end of 2015, it has attracted 43 projects, and realized US $463 million import and export volume. 2016 is the first year of 13th Five Year Plan, and also a critical year for Xiangtan Comprehensive Bonded Year to yield rapid development and improvement. In line with the general requirements of Municipal Party Committee and Municipal Government, Xiangtan Comprehensive Bonded Area held theory-discussing meeting and economic working meeting in the early of this year, it clearly stated the main economic targets for 2016, and required take “Project Development”, “Investment Attraction Breakthrough”, “Development Environment Optimization” and “Team Quality Promotion” as the main work, to make innovation and aim to building first class comprehensive bonded area in China. The implementation plan of four activities mentioned above has been rolled out. Each directly affiliated departments of Bonded Area should be in accordance with plan requirements and consider their own respective function to refine working measures, intensify assessment and supervision and create new high in development.
Target One: Project Development
Project is the life of Bonded Area, therefore, Xiangtan Comprehensive Bonded Area set up “Project Development” activity leading group, consisting of members from different departments of Bonded Area, to provide service during the whole process of project development. Project promotion scheduling system, key project leader joint accountability system, project assignment system, regular enterprise communication and exchange mechanism and e-supervision for full project development process should be adopted when establishing and implementing projects. Bonded products exhibition and trade center, Bubugao global products bonded warehouse and logistic distribution center, Jiucheng helicopter and other projects should be further promoted, so as to ensure earlier operation, production and achievement.
Work Target: it is planned to increase 10 new projects, put 10 new projects to operation, realize RMB 2 billion on fixed asset investment, RMB 10 billion revenue on technical, industrial and trade sectors, RMB 600 million on import and export volume and RMB 40 million on finance revenue.
Target Two: Investment Attraction Breakthrough
It is planned to further improved investment attraction, try to attract some excellent, unique and emerging industries and some large, good and high quality projects. Xiangtan Comprehensive Bonded Area refine investment attraction tasks and advocate whole staff to join investment attraction; define key investment attraction areas and directions and actively undertake foreign investment and entity project; improve investment attraction approaches, including attracting investment by visiting, taking business to canvass business, strengthening cooperation among areas and ports; establish investment attraction database, complete related investment attraction mechanisms and establish investment attraction system; optimize investment attraction soft and hard environments, so as to realize the double goals of “expanding investment attraction scale and improving investment attraction quality” and “promoting investment attraction effectiveness and innovating investment attraction mode”.
Work Target: it is planned to attract 30 entity projects, realize RMB 3 billion on contract investment and RMB 800 million actually received investment capital.
Target Three: Development Environment Optimization
Xiangtan Comprehensive Bonded Area will achieve comprehensive promotion on development environment by providing first class service, efficiency and environment. To provide first class service, it is required to complete whole process agency system, establish business counseling system, standardize daily working behaviors, promote just and transparent government administration and joint project system; to provide first class efficiency, it is required to improve customs clearance efficiency and working efficiency, set up rapid reporting and handling platform, complete emergency coordination mechanism and carry out skills competition; to provide first class environment, it is required to boost law-based governance, establish social credibility system, create clean and honest environment, accelerate legislation work and expand function platform.
Work Target: it is planned to realize zero buckpassing on work, zero dispute on service and zero complaint from enterprise, greatly improve project cooperation rate, obtain leading customs clearance efficiency in Central China, improve soft power of Bonded Area development environment and lay solid foundation for the establishment of first class comprehensive bonded area in China.
Target Four: Team Quality Promotion
In order to improve the team’s overall quality, establish first class service team with international horizon, creative mind, enterprise-style management, military behavior and sincere service, Xiangtan Comprehensive Bonded Area will prepare annual learning and training plan, outline key learning and training contents and implement diverse approaches to carry out learning and training work; organize departments to study and working management committee organize examination quarterly; carry out a series of activities, including “Quality Lecture”, “Six Kinds of Competition and Achievement” “Expostulation”, “Warning Education”, “Knowledge Contest” “Speech Competition”, “Learning from Models” and etc.; establish fair and just employment system, promote flexible employment mechanism and reinforce reward and punishment system; manage Party construction and conduct, enhance Party member education and management, strengthen supervision and examination and improve Party conduct.
Work Target: it is planned to mainly solve five problems, including: unwilling to shoulder responsibility, making no attempt to make progress, abandoning standard, not doing practical work and disobeying rules and regulations; strengthen four kinds of consciousness, namely innovation consciousness, service consciousness, discipline consciousness and crisis consciousness; and improve four kinds of ability: the ability to plan work, to take charge of work, handle complicated situation and achieve comprehensive development.
