From September 16 to 18, Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the CPC Central Military Commission, visited Hunan and put forward the requirements of “Three Highlands and Four News” development orientation and development goals. Xiangtan CBZ, as the main battlefield to develop open economy in Xiangtan, earnestly implements the spirit of the important speeches of General Secretary Xi Jinping made during his visit to Hunan, takes the initiative to serve the national opening strategy and promote the innovative development of foreign trade under the complicated and grim situation of foreign trade this year in combining with the requirements of the “Making Joint Efforts to Overcome Difficulties” project competition.
On the morning of October 28, Xiangtan CBZ held the signing ceremony and opening ceremony of the “Making Joint Efforts to Overcome Difficulties” project. Dong Wei, Deputy Mayor of Xiangtan Municipal People’s Government, and Hu Haijun, Secretary of Party Working Committee of Xiangtan Economic Development Zone attended and witnessed the signing ceremony. Dong Wei remarked that the “Making Joint Efforts to Overcome Difficulties” project signing ceremony and opening ceremony organized by Xiangtan CBZ has harvested a number of excellent projects, which made a significant contribution to the project construction and economic development of the whole city this year. Xiangtan CBZ, as the bridgehead of the open economy, should thoroughly study the spirit of the important speeches of General Secretary Xi Jinping made during his visit to Hunan, actively seize the opportunity of the approval of city integration of Changsha-Zhuzhou-Xiangtan, Hunan Free Trade Zone and Xiangtan Cross-border E-commerce Comprehensive Pilot Zone, overcome the difficulties, and march towards the goal of building a new opening up highland of the province and building a first-class national industrial park. In addition, Xiangtan CBZ should establish the concept of “Projects Come First” by taking the opportunity of the organization of “Making Joint Efforts to Overcome Difficulties” project competition. It should give full play to its advantages of export-oriented economy platform, facilitate the release of the lowland effect for investment, and constantly promote the level of trade facilitation. The ceremony witnessed the signing of 9 projects, including wear-resistant drilling tools and military products processing, Zoomlion supporting project, Fa Si Te precision medical testing products production project, luxury cross-border platform cooperation project, cross-border e-commerce O2O experience store project, and international sales cooperation project of adult toys, and the construction commencement of 4 projects, including Zhongcang supply chain intelligent logistics base project, Xiangjun civil aircraft R&D, manufacturing and assembly production project, Shunsheng environmental protection garbage truck equipment and accessories production project, and Jiayun packaging and hardware production project, covering warehouse logistics, cross-border e-commerce, international trade, intelligent manufacturing, medical equipment and other industries. Those projects have a total investment of RMB770 million. It is expected that the total import and export volume of those projects will reach USD628 million and output value/sales revenue of RMB3.48 billion in three years after they are fully put into operation.

Hunan Zhongcang Supply Chain Management Co., Ltd., the investor of Zhongcang supply chain intelligent logistics base project, is the only e-commerce logistics service enterprise authorized by Taobao in Hunan Province and the only cooperative warehouse of Cainiao Logistics in Central China. Zhongcang Supply Chain buys a land of 60 mu in Xiangtan CBZ to build Zhongcang supply chain intelligent logistics base project. After the completion of the project, it will mainly provide warehousing services, product packaging services, sorting and delivery services for JD, Alibaba, Cainiao and other enterprises.
Hunan Shicheng International Culture and Art Co. Ltd., the investor of cross-border e-commerce O2O experience store project, intends to cooperate with Shaoshan Maojia Food Co., Ltd. to build an innovative cross-border e-commerce O2O experience store integrating 9610 and 1210 by making full use of the policy advantages of Xiangtan CBZ and the bonded advantages of customs supervision zone, and by combining with the resource advantages of Shaoshan tourist attraction and Maojia Food brand. The project will further facilitate the “export of products made in Hunan” and “introduction of foreign products into Hunan”.
Foster High-Tech Manufacturers to Develop New Advantages of High-Quality Development
The wear-resistant drilling tools and military products processing, Zoomlion supporting project is the result of cooperation between Li Jing, the legal representative of Xiangtan Yongtai Energy Equipment Manufacturing Co., Ltd. and Professor Zhao Mingchun from Central South University. They will purchase land and invest in the construction of the project in Xiangtan CBZ. The main businesses of Xiangtan Yongtai Energy Equipment Manufacturing Co., Ltd. include the manufacturing and processing of parts and components for large-scale wind power, hydropower, construction machinery and military products. Its main customers include Zoomlion, XEMC, CRRC Zhuzhou, CRCHI and XEMC Power. Professor Zhao Mingchun has abundant scientific research achievements in the field of drilling tools materials for mining machinery. The implementation and operation of the project can reserve the intellectual resources and lay a solid foundation for Xiangtan to promote the development of high-tech manufacturing industry. Xiangjun aircraft R&D, manufacturing, assembly, sales, maintenance, and financial leasing project carries out R&D, design, manufacturing, assembly, and sales of its own fixed wing aircrafts with 4 seats, 8t seats and 13 seats by importing fixed wing aircrafts with 2 seats, 4 seats and 8 seats, engines and core parts and components from the US. In addition, it carries out aircraft maintenance, production of military machinery, manufacturing of protective equipment for civil air defense engineering, manufacturing of security technology and protection products, sales and financing lease of military machinery, UAVs and UAV systems.

Sunny & Sandy cooperates with Shangbijia to invest in the construction of Shangbijia medical testing products processing and production supporting projects, which will effectively extend the medical device industry chain in the CBZ. Huifeng No. 3 and 4 refrigerated warehouses operation project mainly carries out the international trade, warehousing and logistics business of imported meat (by-products of pigs, cattle and chicken), which will improve the cold-chain logistics system in the CBZ. Luxury cross-border platform cooperation project and adult toy international sales cooperation project will also effectively combine the advantages of enterprise resources inside and outside the CBZ, strengthen the cooperation, expand the sales channels, strengthen and extend the supply chain.
