On January 29, the customs clearance ceremony of the “First Order” under direct entry model of the Xiangtan Cross-Border E-Commerce Comprehensive Pilot Zone was held in Xiangtan CBZ. Dong Wei, Deputy Major of Xiangtan Municipal People’s Government, Huang Ren, Deputy Secretary of Party Working Committee, and Director of Management Committee of Xiangtan Economic Development Zone, Tang Yu, Director of Municipal Commercial Affairs Bureau, Xu Chengjun, Director of Shaoshan Customs, Xiao Junping, Secretary of Party Working Committee, and Director of Management Committee of Xiangtan CBZ, Mao Jie, Deputy Director of Shaoshan Customs (Division Chief), Luo Gang, Director of Port Office of Xiangtan, leaders from Xiangtan CBZ, including Bao Xuqi, Zhou Wenbing, Chen Zhu, Zhang Wen, and Cao Guqiao, and heads of relevant departments of Xiangtan CBZ and Shaoshan Customs attended the ceremony. Peng Wenfa, member of the Xiangtan Municipal People’s Government CPC Committee Office, presided over the ceremony. The commodities purchased have been successfully shipped, scanned online, released, and then directly mailed to customers via express delivery through the platform of cross-border e-commerce supervision center in Xiangtan CBZ. The commodities are mainly children products from Japan, 31 products in total. The first order marks a major breakthrough in the construction of Xiangtan Cross-border E-commerce Comprehensive Pilot Zone and the official operation of the platform.
Dong Wei said that Xiangtan Municipal Party Committee and Municipal Government attach great importance to the development of e-commerce industry, and have introduced policies to promote the development of cross-border e-commerce, and provided supporting funds. To link the last kilometer of cross-border e-commerce import, promote the high-quality development of cross-border e-commerce, serve local economy, upgrade user experience, make good use of port resources, reduce logistics costs, and form a new pattern of coordinated development between online and offline, Hunan Province and Xiangtan have released relevant implementation plans and action plans, proposed a blueprint for the development of cross-border e-commerce in Xiangtan, and specified the work measures of Xiangtan to highlight the development of “cross-border e-commerce + competitive industries”, “cross-border e-commerce + rural e-commerce”, “cross-border e-commerce + red tourism” and “cross-border e-commerce + vertical ecology”. It is expected to build Xiangtan Comprehensive Pilot Zone into a comprehensive cross-border e-commerce pilot zone with Chinese inland characteristics, and become a new growth pole of cross-border e-commerce in Hunan through 3-5 years of efforts. At the same time, it is necessary to promote the construction of Xiangtan cross-border e-commerce bonded commodity preparation 1210 supervision center, Xiangtan cross-border e-commerce industry incubation and industrial cluster base. Looking ahead, Xiangtan is equipped with the geographical advantage, talent reserve, industrial foundation and development environment needed for the development of e-commerce, and it will definitely pave a development path with Xiangtan characteristics in the cross-border e-commerce industry, and realize the transformation and upgrading of economic society through the guidance of cross-border e-commerce. Xiangtan Cross-border E-commerce Comprehensive Pilot Zone and Xiangtan CBZ will have an impressive future.
Xiao Junping introduced the cross-border e-commerce project. He said that Xiangtan was approved by the State Council to set up a cross-border e-commerce comprehensive pilot zone. According to the general layout of the cross-border e-commerce comprehensive pilot zone, Xiangtan CBZ, as an important platform of the export-oriented economy in Xiangtan, will accelerate the construction of important cross-border commodity logistics distribution centers and storage centers for the central and western regions of Hunan, spare no effort to promote the construction of cross-border e-commerce industrial park and cross-border e-commerce commodity supervision center, and accelerate the innovation of customs clearance and inspection mode for cross-border e-commerce. At present, the CBZ has introduced a number of large cross-border e-commerce platforms and operating enterprises at home and abroad, such as Huozhijia, and Zhongcang Supply Chain.
The Management Committee of Xiangtan CBZ will further improve the platform function of the CBZ, and make targeted efforts in terms of “achieving a new breakthrough of industrial development, a new pattern of opening up and integration, a new layout of cross-border e-commerce, and a new situation of inland reform and opening up”, making contributions to the sustainable, sound and high-quality development of cross-border e-commerce industry in Xiangtan.
The head of Shaoshan Customs under Changsha Customs Authority said that, the customs authorities have attached great importance to the early-phase application and construction, and official operation of Xiangtan cross-border e-commerce supervision center, provided complete follow-up service and guidance on more than 20 items of work, including site renovation, system construction, joint inspection test, platform acceptance, reconciliation of purchase order, payment slip and waybill, and timely issued express delivery customs supervision place certificate to the center according to the site construction and on-site acceptance.
Shaoshan Customs remarked that, as the supervision center officially launches cross-border direct entry business, the citizens’ overseas package will save twists and turns, saving at least 24 hours, allowing the citizens to enjoy various high-quality commodities across the world and better shopping experience. In addition, the logistics costs will also be significantly reduced to achieve the purpose of “cost reduction while speed increase”.
