At present, the economic and social development has stepped into the new normal. Since it was established, Xiangtan CBZ has focused on “New Normal and New Service” and strengthened its self-innovation ability, promoting the idea of “Three Service”, namely, “All departments are dedicated to service; All posts are devoted to service; All civil servants are committed to service.” In order to build a warm homeland for enterprises, Xiangtan has offered “nanny style” services in the following five aspects, making the enterprises feel like at home.
First, to serve attentively. The Zone has set up enterprise contact networks and service network to timely grasp, coordinate and deal with the various problems during the enterprises’ constructions and operations.
Second, to serve considerately. The Zone promotes enterprise-targeted risk management mode, improves the enterprise credit management system, carries out classified management on the enterprises, and provides enterprises with a convenient and efficient customs clearance service. It also sets up a namelist database of enterprises in order to offer “one-to-one service” for enterprises. The Zone strives to improve the efficiency and level of services, and tries to do well in offering both the common services and the individualized services according to the need of enterprises.
Third, to serve patiently. By strengthening the service awareness, the Zone tries to further improve its service level. It pays greater attention to support the leading industries and key enterprises in the Zone, makes planning on the industrialization construction of enterprises, establishes efficient information coordination and communication mechanisms and problem-solving mechanisms, and offer timely services on business conditions and information consultation.
Fourth, to offer comfortable services. Xiangtan CBZ actively delivers the government service information to enterprises, opens channels for communication between government and enterprises, tries to raise enterprises’ awareness of policies, helping them to understand and make use of policies and giving full play to the magnification function of policies. Meanwhile, it will also guide enterprises to learn about the new technologies, new modes and new formats, to improve their capabilities in exploring overseas markets and in dealing with competitions, and to promote the development, transformation and upgradation of enterprises under the new normal.
Firth, to offer reassuring services. The Zone has worked out standardized service procedures, strictly implemented service commitment system, first inquiry duty system, system of fulfillment within a specific time and accountability system, etc. The Zone has established a clean, diligent, pragmatic and efficient image.
